Was setting the soldier and his armors up with Iridar's Appearance Manager.
Did you misspell some words in the XComContent.ini? Scanning it through and semicolon-ing duplicate arms and legs, here's one example: ArmorTemplate="LightPoweBlueArmor"
Once I corrected the lines, BLU Soldier Torso is now available for tier 3 armors.
