You just rescued my playthrough.

You are right, but this option only affects the skills your pawn is passionate about, so the skills without any passion that you would learn at 35% will always have the x25% debuff. Combine this with 2+ critical skills and the learning speed(2.2%, or 8.8% with a single critical skill) will make it virtually impossible to level it up unless you cheat the passion in with char editor, brainwash etc

There's a settings in VE skills that already does this I'm pretty sure "Critical Affects passions"
