@Asmodai, you go to properties by right clicking on the game, then under the launch options, you copy and paste the steam mods in the second sentence in the description of said mod, then launch the game.

new to star wars empire at war, how do i load multiple mods? both this and FOTR are 2 seperate mods, yet it looks like i can only load 1, so how do i load both?

It does work you just have to get the infrastructure surplus bonus first. As such, you need to build up to your building cap to get it. It's not like a 1C1S mod where it gives you the bonuses regardless of your position.
