I am not sure why it did not show up. Are you clicking into the Mods section when you start?
A possible Idea would be to activate the SDK and see if it shows up there, you can even edit the map. You can also try running a search on your drives for "Inner" to see if the file downloaded somewhere else - I have had this happen.
On my current attempt There is no coal anywhere near my start - closest deposits I have found are about 15 turns away and near hostile powers - Very hard to defend even if I do send a settler that far.
I am trading for some. and planted a city near a mountain just to build a mine for 2 coal (mod?)
What is your Recommended number of Civs and city states on the map? I went with 16 civs and 24 States. Very early in first game. So far so good.
