You can load "out-of-date" mods. Just click the mod in the browser and it will enable like an "up-to-date" mode.
This is just a limitation of the tools they were using.
I cannot for the life of me find a way to make the Imperial German Naval Jack (the very recognisable red white black with an iron cross stamped in the centre) look good in game. My attempts look perfect on the flags over towns, passable on the big flag in the top left, and god-awful on the little shields by each army.
Would you mind giving it a try? I really want to use that flag.

I have to uninstall and reinstall every single time I want to play.
Or else it just doesn't show the mod in the mod list anymore, the second time.
The in-game Germany flag looks soooo very ugly.
It's like the lame version of Prussia's. And Russia's. And Aachen. And thousands others.
Anyway... is there any way you can make a cool flag for Rome? I mean ancient Rome, with the purpureal red and golden laurel, the SPQR, and maybe an eagle and/or the she-wolf feeding the baby twins?
So, both arguments have merit, but I'm still going with the red and white to represent the Hansa, for my below stated reasons.
I would argue it wouldn't make much sense for the North German Federation, a union between Prussia and North Western German, like Hannover, Bremen, Hamburg to fly a flag that is a combination between Prussia and, effectively, Prussia. The Hansa colours, which are also prominent in the flags of the major powers that Prussia was trying to corporate in this new Bund. I think based on that, the argument that it is a combination between Prussia and the post-Hansa German states Prussia was wooing, is entirely more reasonable of an argument.

The black-white-red striped German imperial flag was adopted by the North German Confederation in 1867, as a combination of the black-white of Prussia and the red-white of Brandenburg. In 1871 it was adopted as merchant flag for the German Empire, and in 1892 declared to be the national flag of the Second Reich and continued in use until 1918. It was briefly reintroduced later just prior to World War II between 1933 and 1935, and used jointly with the Nazi swastika flag, then banned as symbol that could be used by "reactionary" groups.

Hansa would make more sense though, because unifying Prussia with Brandenburg (which means itself) would be stupid.
