he could still be human. i mean, when you think about it, the suit he's wearing looks like one of the metrocop suits, and metrocops are humans.

Not really, the Adminstrator for earth (breen) should be a figure of humanity, thus human. His presence is meant to lull the people to a false sense of security and understanding, so that when they are oppressed, they blame it on the combine instead of Breen. I could maybe see some other ambassador maybe somewhere else in the world, who rather one that is human, is a synth or overwatch higher up. Still a cool mod, but won't make sense for Half-Life 2.
