If you follow all three steps above for the correct template name, yes, it should allow for all armors.

Is it even possible to configure base game armor to be able to slot gems in? followed whats in the above listed config files, example: +ARMORTEMPLATESFORGEMS=KevlarArmor

Yes, it should work regardless of new/existing games.

Doesn't appear to be allowing me to slot gems into the Psi Armor, it should work retroactively right?

Just to note, if you're using certain weapons, firing GEM-powered, purple laser beams from your weapon might actually be preferable >.>
