You need color picker for clothes mod, and then it should work the same as for base ck3 and color picker, you need to select colors in barbershop.
Or do you mean, that chosing different colors have no effect?

Not sure I understand the question, the Color Picker for Clothes mod changes the color used for the variations that clothing can have, this variation is specific to the clothing.
The variations are per clothing, and the way that the variations can affect the color is part of the mesh.
Some clothes dont have variations, like for plate armor, you cannot change the color of the metal, so it depends a lot on the exact clothing.
So it would also apply to clothing added by the mod, assuming those clothes were created with these variations.
