There is a small typo in the following .ini files that define the missil usn_agm-109c

The TeminalDiveDistance and TeminalAlt fields are missing a letter r in them.

I think you need to add the agm-86c loadout to the AvailableLoadouts= line, no 86c loadout shows up in the loadout option in game
