It's not illegal, there is no law forbidding this. The fact they gain the directive is part of how the mod works. It applies the selected directive to all of your vassals. Afterwards, you do the more specific ones, since this is mainly intended for when you have a TON of vassals and need them all to, for example, convert their county faith.

I have an administrative government. When I chose promote religion, governers without counties of other religions also gained this directive, even though this is illegal if you try it individually. Recommendation: only change directive for legal governers, this should also effectively implement a directive priority (eg. change to build economic building first, then promote religion, so governers that don't need to promote religion will build economic buildings)

Does this mod allows feudal rulers to use administrative directives like improve development?

I checked the code myself and it does the same as vanilla. Vanilla itself also hasn't worked for me since AUH came out, so it's likely a base-game PDX issue that they have to fix.

I've been playing with this mod and it doesn't seem to work right now (especially when converting cultures). I've had my vassals doing it for a couple hundred years and they haven't done a single county - so I don't think it's actually changing their directives in the decision.

I am playing as Japan though, so that might be a factor

IIRC it should still work. Please send me a detailed bug report on my Discord if it does not work. It has instructions on how it should be formatted.

Is it possible to make this only apply a directive if you could apply it from the menu?

For example, apply convert culture en-mass unless the vassal cannot convert culture (because their sub-realm is already entirely the same culture), in which case skip that vassal and leave them on their previous directive.

I like to have my vassals on convert culture until they've finished and then improve development, so if it skipped inapplicable vassals I could just do mass improve dev, mass convert culture and they'd all be correct. As is I still have to go through them all individually even with this mod.

Can an option be applied like "Apply to same religion/culture vassals only" or similar? Please also state if this is out of scope of the mod!

Found this while searching for Vassal Manager or something like that I used to use. Should be interesting to see if this addresses my needs :)

Note to the creator, thanks for doing this! I'm definitely going to be using it. I wanted to ask about a capability that I could see needing down the line. A few comments earlier on have already hinted at this I think. Do you think there's a way to give directives to only a SUBSET of vassals? For example, if I've just conquered some territory, I would want all the relevant vassals in that area to convert faith. But, there are lots of other vassals whose lands are already converted. I would love if I could then give an order just to those. For example, I want vassals to convert culture, but ONLY to MY culture. If I were just tell all to convert culture, those vassals that aren't of the type I'm looking to propagate would be converting to a "wrong" type, not that one I want to push out.
