Hey, sorry, am pretty noob when is modding through steam and such, but where would I see the load order exactly? Or do I need a modloader for it?

VTFEdit for textures
PaintNET or GIMP for image editing
GCFScape extracting certain game files
Crowbar if you're compiling a model
Notepad++ if you need to edit a QC file
Blender for modelling

If you're only doing a texture edit/recolour then you only need VTFEdit and GCFScape, if you're making a whole model to put into the game you'll need all of those. There are some guides out there for using these programs
