the sort of headcanon i have with this is that the different varieties of clothes are the bare minimum options that citizens get. the e3 pullover is leisurewear, the retail jackets are worn for work, and the refugee sweaters are so graciously provided by our benefactors to keep civvies from freezing to death in the colder months.

Or Corpses wearing beta uniform
Hence make more sense for a fraction of Citizens are wearing Green Sweaters or beta uniforms in City 17 in this mod
