it's just source engine physics bein weird

you can manually change it using the commands ent_fire chaostimer addoutput "LowerRandomBound 3" and ent_fire chaostimer addoutput "UpperRandomBound 12" (replacing 3 and 12 with whatever values you want.)
you can either type these in manually on map load or put them in some auto load cfg script
I suggest to use prop_physic and parent env_explosion to it with "ignoredClass" and set it to CLASS_PLAYER_ALLY (2), or you could use point_hurt and set it to only target player. Maybe also attach env_sprite and env_spritetrail to simulate grenade effects.

I don't know if I can integrate this kinda functionality into the script itself, but you can manually change the timer using ent_fire chaostimer addoutput "LowerRandomBound 3" and ent_fire chaostimer addoutput "UpperRandomBound 12" (replacing 3 and 12 with whatever values you wand.)
feel free to add these to a cfg that runs on load if typing them in manually will annoy you
