This breaks the Road to 56 Mod. It causes issues with the National Focuses for Germany, specifically that i noted was for the Remillitarize of Rhineland, that i got as far to check.

The point of my comment was I don't wan't to delete my army. It basically forces you to game the system to get the response you want. Setting the AI to always refuse makes the flow feel more natural.

Compatible with the Gotterdammerung Kaiserin, where you don't directly ally the UK in any case?

You could also make the chance of the Dutch refusing to release the Kaiser 100%. That would get rid of the RNG.
