its for the editor, you either give evry unit it manually by clicking u and then inventory. Or you redoo the breeds in f2, click a guy you placed, scroll in f2 down on the right side, somwhere it should say breed, then you change it, add or delete stuff out, safe it, and then it stays for yourself saved.

Click on a unit in the editor, then press U. After that select "inventory" and within that you can for example search for "driver-license". So that you can put that item into the unit's inventory.
