The black fingers for Male_09 is a vanilla bug. I sadly won't be able to make a custom fix and upload it to the workshop (as I'm going away to Maine to spend the holidays), but there should be a mod over at Gamebanana that does that.

I was told that tags are generated by what's picked up by the description of the mod page or by it's files. Aside from that, I'm not sure how. I personally think it's a coin-toss.
