Could you make a version without the portrait?

Not sure if you will see this "crashtest" but she is an event specific character. I don't wanna spoil it for you but yeah you can get her by checking out one of the question marks on the first map after the tutorial

Is this a starter character or one you can find in a bar after game start? I'm guessing the later and not the former but wanted to make sure to be sure.
