So for those who are having the pops issues like I was where they show up as no category, The fix I found that works that @fatpancake23 touched on is deleting all the pop related sub folders in the common folder. Then load your game up and your pops will fill the precursor slots, save the game here and then reverify your files so the pop folders come back or just reload them from the trash bin. once this is done you can load up your last save and the jobs and categories will come back like normal but your pops will be precursors and the AI can actually do things themselves. Hope this helps!

also would it be possible so that the fallen empires dont join the galactic community?

the defense outpost design wont let me select combat computers and says "ship_designer_save_fail" or something similar

Why the Fallen Empire had no fleet.

There is a problem with the participation of other fallen empires in the Galactic Community. Because of this, most of the agenda is decided by the fallen empires.

This is not compatible with ACOT as far as I know.
