You're right. I try to play without this mod and the issue still persist. So I misunderstood that this mod were the cause, but the culprit probably the 'best guess shader' in the recent changelog that affect custom shader.
Hope that SteelRaven7 able to fix the issue.

SteelRaven7 made an update that converts shaders to "Mac/Linux compatible" versions
This mod doesn't affect any shaders. It only changes the sunlight's color and ambient lighting color.
I really like this mod and appreciate it since it makes level descriptor map lighting looks way better, hope that this issue could be address.
the weathers were all made using the trigger system
just the mutator config was coded with ravenscript
but i had to do a rewrite to add the Local Space Sim option and i don't want to rewrite it again for random weathers
For those with unity knowledge reading this, the weather particles are set to world space simulation. Setting them to local space simulation would resolve being able to outrun the particles.
I just didn't like how it looked to have the particles always move with the player when it's set to local simulation. Looked very artificial.
It's no good when using vehicles. Even the slow ones like tanks. They outpace the radius of the weather bubble. So in essence you look like you're driving around with the world's smallest snowstorm (etc) following behind you.
Would really like to see a version of this mod for with a bigger weather radius that at least the standard ATV cannot outrun
