How did you edit the technology in the 1836 scenario? Whenever I try to set up technology for a scenario, it sets it to 3 tech level which is super early. So how would I make it so that everyone or certain civs start with WW1 era tech for example?

The 1870 map is inaccurate. Germany did not unify until 1871. While the German Empire had significant control over a lot of the smaller states, they still retained autonomy and weren't really a part of Germany. Notably, Bavaria should be more of a vassal state if at all considered to be under the German sphere of influence. Same goes for a lot of other states. Making Bavaria a part of Germany at this point makes Germany way more powerful than they actually were.
