Cortana is a clone of Halsey's brain, but not the first one, cortana actually had a "sister" (read the novels kids), i can't remeber her name, but she was a failed version of Cortana, and could still function as an AI and was used by Halsey.

It's Cortana's face on a officer's body, I scaled the body to fit Cortana's AI body just as tall as Dr.Halsey was.

Umm, Cortana was already modeled after Doctor Halsey. It would make more sense for this to look more like Halsey.
