yes, because I have the fixed paintable regions materials downloaded. Is that the problem?

unfortunately, there really isn't.
I've been in the Open Fortress scene for a few years and the cosmetics aren't exactly friendly with SFM, iirc the devs are aware of it (one atleast) and I don't know if there are any plans to fix them in the future since it's not a high priority
