This mod does not add any Rune resolutions.

Is this the mod that adds the Rune resolutions (Haste Rune, Invisibility Rune, etc)? If not, any idea which mod that is? The resolutions don't seem to do anything in my game, and have strange flavor.

Lava its already updated to 4.0

Sorry to be one of those people, any plans to update it to 4.0?

If you do not have galactic paragons however, the Educational Exchange resolutions won't show up anyhow (And wouldn't be of much use anyway due to the external leader pool not existing)

Yes and no.
The resolution from Educational Exchange Resolutions is included in this one, but one of its perks, that being the ability to recieve leaders in your external leader pool from all over the galactic community is not included in this mod's version of the EER resolutions. If you use both this mod and EER, you will get the version of EER from the EER mod instead of the one in this mod.

EER - Educational Exchange Resolutions, your other mod? The one that has it's content merged into this one?

I have no clue if its just me, but the freedom of speech path was broken. Its fixable by changing a few lines in MCGR_freedom_resolutions, looks like a couple entries for allow = {
is_active_resolution = "resolution_MGCR_freedom_ } were off by 1

This mod does not do anything with starbases, so I very much doubt this mod is the cause.
It doesn't even overwrite a single file.

I do not know how but this mod removes the ability for starbases to use their shipyards

am curious, have ya any plans to do a "More Events" type mod? One of the things I find most lacking in Stellaris compared to the likes of CK2/3 and EU4 is that there just aren't as many events.

At this point I should probably just include a link in the description the moment I publish a mod.
