HDR probably doesn’t work because Wallpaper Engine has limited support for browser-based wallpapers. 12-hour clock is now added.

Not sure if this is still being updated but, this wallpaper doesn't seem to work on HDR monitors. This is really a bummer as I think this is a really cool wallpaper but I just can't get it to work on my main monitor, specifically when the animated box is checked.

Is there a way to add 12 hour instead of 24 hour format?

Can the weather source be customized? I want to use another weather API to fetch weather data, but I couldn’t find an option to change it in the wallpaper settings.

You can get a free API key from https://openweathermap.org/api . Simply sign up, generate your key, and enter it along with your city name in the wallpaper settings. The weather API updates the background dynamically, changing between rainy, sunny, snowy, or cloudy conditions as it is outside. If you don’t provide an API key, the wallpaper will function like the old version without weather-based changes.

It should work. Try enabling the weather log to check if the API and city are correct.
