valve used to be a lot more liberal with restrictions since they used to add a ton under one update, and they were intended to be the "freebie" items.

I think since they no longer add new items to the contract prize pool, they only bother to restrict the "free" bonus items in cases.

I wouldn't mind if Valve restricted Butterface, but I also am of the opinion that they likely wouldn't bother to/it wouldn't hurt to be unrestricted.

Yknow, halloween restricted has a purpose, but just this one time (Zesty Jesus tearing me asunder incoming) I think it's ok since it doesn't seriously mess with Pyro's silhouette.
