Changing the order didn't work, but i was able to confirm just using one or the other worked, just using them together with this patch didn't seem to.
I'm wondering if there's some issue with its interaction with the [1.6] ratkin continuation?

If you started a new save and have the problem then i don't know how to help.
If you added to a existing save then, i highly recommend editing the effected ratkin with Character Editor and adding the [OA]Genes that were made to be prerequisites to all the ratkin genes.

If you play the Oberonia aurea rat, you can edit it in the Ratkin_XenoType_Patch_Fix in patchs, add <Ratkin_OA>0.1</Ratkin_OA> to each entry the spawn probability of the Oberonia aurea rat, and add <li>Ratkin_OA</li> to the white list
This will normally generate the character of the Oberonia aurea rat gene
