you don't need an addon you can put "sv_deployspeed 1" into the autoexec.cfg file, anything in autoexec is executed as a command when the game is started.

there is a weapon deploy speed option in utilites server settings

quick qol for people who want to sv_defaultdeployspeed 1 but dont want to look for the autoexec.cfg in Garry's Mods folders : )
