It determines how easy/hard it is for them to be knocked over/ragdoll. A higher value means they're less prone to fall over when shot or when an explosion happens near them. I believe the default Ravenfield value is 100 for that.

What does the balance do in the config menu?

basically, if you plan on playing this, your best choice are skirmish matches with player set to don't adress to random class.

exclusive items also seem mainly broken as they cannot aim in first person and grevious holds the sabers like a gun.

Player options exist but if you apply random calsses to the player it just breaks, giving you always the same item despite different classes.

Does this only work with bots, or is there a way for the player to use it?

It's still beta, so it's not really that relevant atm, not at least until official EA32.
