When you're high enough level to do the quest for Clavicus Vile, follow the dog. Since he can't be killed, he will hold the horseman's aggro the entire time (at least he did for me), allowing you to pound away on him. I also got some lucky assistance from some wandering enemies who decided the horseman was the common foe. :)
