have no idea how to really reply to things in steam but, Lord Skarra its the tank track api mod, the creator probably didn't consider it a requirement as it is only a visual effect and doesn't affect how wheels behave at all (besides disabling the turn animations to make them look better) the vehicle will work with or without the mod so it would be up to you to download it!
