@MichaelDino unfortunately Colorize your Country is compatible with pretty much nothing, so it is probably on that mod.

Honestly really good mod! However I notice its incompatible with "colorize your country fix" although that may be a fix for their end, and I also notice that colonial puppets like syria and burma have lost their colours so there might be something up in the cosmetics file.

@Skyrra: Hover over the decision envelope icon and look at the map. It normally highlights all territory needed to enable that decision. You may be missing some tiny corner of some forgotten historical territory.
