EXCELLENT mod, I did not expect to get the embezzlement secret upon completing, overall feels very balanced and helps give Intrigue a lot more uses

@emerald10005 In the current state, it is accessible to all rulers. Rulers without high intrigue power (including stewardship in this case) will fail their scheme and get the 'Known Thief' modifier. I was debating adding a game rule that would toggle unrestricted or need a specific intrigue lifestyle perk to access the scheme.

Do you need a certain skill to unlock this scheme or no

Currently playing a city builder character and having this will be very useful. I just wish there was a way to list all characters by wealth to ID best targets haha
