Mind you I have a budget PC myself, so I did focus on optimizations (I scaled the lightmap scale higher (which is less processing) on the brush textures for instance which helps a lot on certain surfaces).
Try lowering anti-aliasing to x2 MSAA and filtering mode to trilinear as well as disable windows areo extensions in your advanced video settings in options in gmod, that can help.
Post-gmod12 (years ago) gmod 13 is more resource intensive from the get-go.
If you turned the flashing lights and fog on in the strip club that will cause lag, source isn't too good with flashing lights and high particles. Check to see if you didn't keep them turned on if you're experiencing persistent lag.
My PC is very low-end and it runs well for me, if you're experiencing lag during the gunship battle or the final phase (when the citizens arrive) it is because there is a lot of scripting/entity functions going on, not much I can do there.
What kind of lag are you experiencing exactly?
