@The Crimson F In theory, it should. So long as you put Very Ruthless Instruction higher on the load order than this mod, so that it loads after and overwrites the changes made by this mod.

@Sexy Drow Sorceress It's not something I am the biggest fan of. I find that Antagoniste Touche already gets the advantage of rank 3 reach, as well as the debuff, while only losing out on the rank 4 launch and the movement. Personally, I see Antagoniste Touche as stronger than the regular Touche, so I couldn't see myself buffing it, I am sorry.
