Yes it should replace it, and it works just fine for me. Are you using some other resource pack that replaces the Parrot or anything pet related that might interfere? If so you have to put this pack higher in the list to take priority. If not I don't know what could be causing the issue, sorry. I even went and compared the files with another pack that replaces the parrot (the Raven by A Wild Lyra) and they're all correct, so it's definitely not a problem with the pack.

Assuming this replaces the Parrot Cracker sold by the Pirate, it doesn't work. I even checked with Cheat Sheet mod to see if it replaced another pet and the name "Plume Fossil" did not show up.
