Ur condition seems unusual, and need more information to know what exactly causing it.
It has a large chance that it may not caused by this asset as I use many of them in my map and all of them are parked with cars.

There could be some possible reason why there are traffic jams nearby car parks, here is one of them
- When car despawn is disabled in TMPE but there are insufficient car park (cars will keep finding parking around car park)

You may also try to bulldoze them and re-place it, using move it to move it around (tho it might not help) to see if the problem persist.
