Considering how much of a mess the Emitter selection menu is, new effects aren't a priority. I highly recommend using the Advanced Particle Controller instead, which has basically every Gmod and HL2 effect that can be spawned already built in.

If you want to use the code in this addon as an example for you own, you can use .GMA tools to unpack it and see how it did things. You can find the addon under steamapps\workshop\content\4000\329174479.
i have tried what you suggested and it worked. though there's more of issues than usual. i believe it's due to adding a specific code to LUA autorun files. henceforth i suck at understanding lua language for source. i think i believe it's best you handle the custom pcf load for the emitter tool while i continue the particle converting part from sfm to gmod.
i would like to add you on steam so we can discuss this. to keep in touch about it, cuz i think at last we'll see new particles.
i tried to look at the code but i don't understand a single thing. as, my concern too would be what if the scale and delay wouldn't work.
or do i have to write specific lines to load each individual particle from one .pcf file?
This only applies to PCF particle systems. Particle systems made through GMod LUA don't need that line.
