@finallyciv if plague resistance is tied to how often plagues may appear, then yes. Its perfectly possible that there are so many points of resistance, they can't appear. If thats the case, i have another mod, which does the same thing this one does (and some more), but the values are lower, to offset the fact that it gives the bonus to the county

they were changed because it was too easy to get your provinces to 100PR but the AI was too dumb to do so. That made the game very easy with player being the only one free of plagues...
