Those "Witch X Health Locked" mods use a less than ideal function that sets her health to X value instead of changing her health via the default game's cvar "z_witch_health".
If the mod you're using to change her health doesn't change it via that cvar, then it's not gonna work. The locked mods do something like this: Ent(params.witchid).SetHealth(2500), hence why it doesn't work. Manacat coded it so it gets the value of z_witch_health, a default game cvar.
You must have "!witch kill" activated, the setting that makes her attack multiple survivors, which is one of the things that cause her to go back to crying. If you are talking about Sitting Witches, this does not happen with them for me.
The "deadlock" feature also causes this, so if the script considers her stuck and a survivor shoots her, instead of being restartled she will go back to crying, the bots will continue shooting her but she won't care. This, again, only happens with the Wandering Witch.
I've unfortunately got no fix for this so I had to disable the Wandering Witch altogether. Manacat hasn't replied to my report of that problem, nor does he seem to care about that mod anymore.
