Should be compatible in multiplayer. This isn't clientside and will apply to all players on a server.
Just click spectator mode in the escape menu.

Are you talking about the Situational Awareness Module? This doesn't mute that. It runs on a different system compared to the voice protocols of the vanilla game. This mod specifically only mutes the radio protocols.
Though... I can attempt to find out how to mute that one too in the future.
How many mods are you running? I just loaded it up by itself on the RIS scenario, and it works.

It should work in multiplayer. It replaces all the sound files with null sounds.
