This addon is actually an asset, it means it can be used in custom maps but it won't change anything in the main campaign. However, there is an addon out there called "More features" that adds the support soldiers, but please know that they're completely decorative in the mean time.
You could also sub to "Support cops in Chapter 0" which adds the cop versions into chapter 0.

It's uncertain, the petition of supplier abilities for Combine has been open for months. It could come in the next release or not. There's no confirmation about anything.
If you want to, but if you mean requirements, the thing is pretty light weight by itself so it shouldn't take long to download.
But keep in mind these are currently decorative, the supplier options for the soldiers haven't been added yet and there's a chance they'll never be.
This is a map asset, like something people can add to their maps.
