Wow this is phenomenal! Gives him the shadowy puppet master vibes his lore described, where he almost kinda looks unassuming at first glance. I believe the Dragon Empress also hides herself in a cloak and as an unassuming old woman while she influences events, so it makes extra sense that he'd pull towards that same vibe.
