Well, first of all, this is not intended to work along side with other populations mods. But, the weapons panel dissapearing is a very rare side effect.
I would need more information about that issue.
The problem is in the first mod you mentioned. The mixing of l4d1 and l4d2 zombies is a population modification of the Director. Sadly, the game can't run multiple multiplications for the same file so one of them is choosen depending on the add-on order. Riot Skins and penetrable armor modifies different files of the game and the last one in fact, creates a new one cuz it's a script.
So for both population mods to work together I should merge it's data so you have both zombie variants, and more riots spawns :3
Your issue probably might me another mod modifying director's population, having priority.
You mean doing the same with Hazmat zombies? That is a cool idea too.
Yeah, it's just the way the game works. I could try to merge this mod with other population addons if people want to.
