I understand what you mean about the hair looking a bit smaller compared to the head.
This mod was designed to fit perfectly with the [NL] Facial Animation head shapes, so it may look a little off when used with vanilla or other facial mods.
If that’s the case, there’s actually a little workaround you can try:
The mod also includes an alternate set of textures made for UNAGI Facial Animation.
Normally, these textures are only applied automatically when UNAGI FA is active.
But if you manually copy the UNAGI FA textures into the Common texture folder, they should be used instead. These UNAGI versions are slightly larger than the NL ones, so they often fit better with a wider range of face shapes.
(Though please note, some small mismatch may still remain.)

Just to clarify, Ponpeco Hair only adds new hairstyles — it doesn’t replace any of the vanilla ones. So you can use it alongside the default styles without any issues.

Yes, it seems that quite a few people are experiencing the same issue.
Unfortunately, I’m currently unable to address this from the mod’s side.
If it's causing trouble, please refer to the comment thread around June 4th—some workarounds are shared there.
You're not alone—another player recently brought up the same issue about gender-specific hairstyles being ignored when pawns spawn.

This mod restricts certain hairstyles by age group.
When used together, it prevents scenarios like toddlers with pompadours or grandmas with twin-tails, resulting in more natural-looking character spawns.
・Hair categories have been split into three groups.
・Minor texture adjustments.
・Shortened some hairstyle names that were too long.

You might be right—there just aren’t many male-only hairstyles, so the probability might be skewed. I’ll double-check the gender tags and investigate a bit more.

Even when the Ideology DLC is inactive, I’ve observed that gender-specific hairstyles may still sometimes be ignored.
Unfortunately, I haven’t been able to identify a clear cause for this either, and it’s currently under investigation.
I’m sorry I can’t offer a solid fix yet, but if I discover anything useful, I’ll be sure to share it in a future update.

Start a temporary new game with the hairstyle mod enabled.
Then, use this very helpful mod to copy the hairstyle settings:

I recommend copying not just your own faction, but also pirates, tribals, the Empire, etc.
After that, switch back to your main save and paste the copied hairstyle data.
Note: Dev Mode must be enabled to paste settings.

This may not apply to every situation, but if your Ideology-assigned hairstyles were randomized (which can happen when adding hairstyle mods mid-game), here are two possible ways to adjust them manually:
・Batch gender assignment by category
In the next update, I plan to split the current “Ponpeco Hair” category into three:
PHair Male, PHair Female, and PHair Any.

This will allow you to manage gender assignment per category.
In Dev Mode, you can edit hairstyle preferences for both your own and other factions.

About hairstyle gender settings
RimWorld (vanilla) does support gender-specific hairstyles, and I’ve assigned gender tags to all hairstyles in this mod.
However, I've also seen male pawns spawn with female hairstyles, so you're not alone.
I suspect this might be related to the Ideology DLC.
When hairstyles are added mid-game, Ideology may assign them randomly, ignoring gender tags.
But if the hairstyle existed at the start of the game, gender settings are usually respected.
That said, in my latest test, the new hairstyle wasn’t assigned to anyone—male or female.
I’m still unsure and a bit confused.
