yes but i uninstalled the mod so it shouldnt have the extra empires anymore right?

you probably have map with lower number of empires than added by this mod. Ignore it, it will choose them randomly

I downloaded this mod then uninstalled it now when i launch a new save it says that there are to many empires that are forced to spawn, anyone know how to fix this or should i just ignore it?

If you're running another Ethics mod, Presets won't show up if a Civic requires a modded Ethic to be applied to the Empire. Best way is copy and paste from the file into your personal Custom Empires

Yes, it's problem with your modlist.
With only required mods all empires are shown correctly

I can 't see them in my list. I am using Stellaris Evolved (but turning it off doesn't cause them to show up, so not sure what it is). Could it be an ethics mod that conflicts with the empires? I have all the prerequisite mods you have listed.

About 1/4 of my stellaris hours are dedicated to creating empires, so I love this. thank you!
