Please tell me how to make sound mods that work on all multiplayer servers. Is the hit sound the only sound that can be modified and still works online?

Yes, any hitsound mods you find will work on all servers. One thing to note, however, is if the server has NS2+ on it, you must go into your NS2+ options and set the hitsound to Vanilla (so not Quake3, Quake4, or Dystopia).
