Hi! I imported all of the flags from OWB into the files for the scenario. I didn't recreate them, just resized them, so they're pretty low quality but they're there. I'll potentially fully recreate the flags to be higher quality in the future. Do you mind if I post that on the workshop (with credit of course)?

if you don't mind, how did you set the national combat efficiencies in the scenario editor - did you somehow upload a save file *as* a scenario?
or is that capability specific to older versions of the game?

@patatoreaper idk man sorry :( @kimourchi first time i tried i forgot to take the save out of the folder, i bet you did the same, whenyou have moved it in the scenario file you have to click on it again and take it out of its folder, Third times the charm!

With the new update you can no longer have puppets in your alliance so i changed a few countries that broke from allies to puppets, sadly, that means no Rio Pact alliance anymore as the texan arms association is now a puppet :(

@Kimourchi you got to make your scenario like normal then hit play, then ally and puppet whoever you want and then save. Next you want to go into your AoC Saves folders, (you'll find the placement with the ingame link in the scenarios tab) and move the save game into the custom scenarios folder. Hope this helps!
