I'll admit it was a pretty crass comment. Soz!
The design works because the bow strong is being pulled down onto the rail, where the bolt sits. If the limbs were facing upwards, as you are suggesting, then the string would be floating in the air due to the tension, and wouldn't make contact with the bolt/rail system. I've rigged and animated the thing, it's functional, trust me. As for WHY the system is a 2 limb crossbow, it looks cool. You'll need to wait for Torn Banner to add this into the game. The items will appear in the customization menu. They should be adding them soon, possibly in January.
Other than that.. very nice visual design, not logical design though.
