I think maybe you meant to use "yearly army tradition decay" for the -0.005 modifier and -0.01 modifier when you put "yearly army tradition".
If you meant to use army tradition and not army tradition decay, it has to be something like +0.5 yearly army tradition and +1 yearly army tradition.
