If that doesn't fix it I don't know what will, since again, the map only uses base GMOD content.

well, I've already explained what needs to be done, if you're having missing textures, than you should check your addons, maybe one of them are messing with the textures.
Also the dev textures comes with the GMOD, so if they are missing, perhaps you should verify your game integrity.
Also, unsub from the map and then resub, don't forget to restart GMOD after.
Do you have missing textures or are you complaining that the map is in dev textures?

You should probably look into your addons, something weird is going on there.
Maybe some addon creator forgot to patch their April fools update.
But I'm glad the fix also fixed NPC Daemon spawns addon
I've seen someone else saying something about npcs not spawning, but I didn't understand what he ment by that (I was thinking about the nav mesh, which is for nextbots and I don't really want to dable with that).
But the mere mention of ZINV reminded me of old problems I've had with that addon in the past.

The Nodegraph Editor Extension tool also doesn't seem to detect the nodes when I use it as well. Normally that tool will show and let you edit nodes if the map comes with them.
For some reason ZINV has this weird quirk of detecting the first info node compile and only the first one (the first generation of info nodes didn't have any on this map), so if I update the info nodes it will not detect the update, I don't know how ZINV manages to do it, but it does.
I think what I need to do is to delete the current Info node graph and recompile the map, I believe that could fix it, but first I need to check if ZINV works for me.
Even though ai_show_connect does show the nodes, properly connected 'n all, ZINV's Spawner for example will not detect any nodes.
The issue I've found with that addon is that most maps (including most of my own) will spawn npcs outside the map on 3d skyboxes, this map doesn't have one, all location are reachable by the player.
